US Acknowledges India’s Concerns Over Russia Sanctions Impact on Energy Security

The United States has sought to address India’s concerns regarding the proposed Sanctioning Russia and Iran Act, which could impact the bilateral relationship due to potential tariffs on Russian energy imports. As India is a significant buyer of Russian oil, the legislation poses challenges, but a senior US State Department official reassured that there are “no hard feelings” over India’s reaction to the proposed law.

The legislation includes a clause that could impose tariffs of up to 100% on countries heavily purchasing Russian energy, raising alarms in New Delhi about the implications on both the India-US relationship and the global energy market. India’s Ministry of External Affairs has communicated these concerns to the US, emphasizing the potential impact on its energy security.

During discussions between India’s External Affairs Minister S. Jaishankar and US Secretary of State Marco Rubio, the US acknowledged India’s position and indicated support for countries looking to diversify their energy sources. This dialogue underscores the ongoing cooperation between the two nations on platforms such as the Quad, despite the potential tensions introduced by the proposed sanctions.

While the legislation includes a broad national security waiver that could allow the US president to exempt certain countries from specific measures, the US official did not specify if India would benefit from such a waiver. However, the possibility remains open, contingent on national security considerations.

As both nations navigate the complexities of the proposed sanctions, the US has emphasized its understanding of India’s energy needs and its commitment to maintaining strong bilateral ties. Secretary Rubio’s upcoming visit to India in October is expected to further solidify ongoing cooperation and address any outstanding issues related to the sanctions proposal.
